No way to add it locally?

My problem is the company has hundreds of thousands of lotus notes users. Now i need to go to the domino admins and tell them: i need to install a lotus script for 80 of your users.

If this is done more often there are so many design templates that you cant manage this in any way. Additionally this means such a script needs to be certificated to be sure it is secure if it's installed on the server.

Is there no such thing like local template, that inherits from the server file but only changes the local client? Or with other words: a template i can install with a MSI Installation only on the machines that need them?
